Risk Budgeting for Pension Plans

Risk budgeting is a term that has been used loosely to refer to various approaches utilized by investors to construct portfolios with specific risk/return characteristics. In this paper we provide a definition of risk budgeting, describe the risk budgeting process at a pension plan, and discuss the technical tools utilized to prepare and monitor a risk budget.
